for Proposed Special Economic Zone in Greater Noida, Uttar Pradesh |

| Greater Noida is a greenfield integrated city located in
Gautam Budh Nagar Distt., Uttar Pradesh. Greater Noida Industrial
Development Authority (GNIDA) was setup in 1991 and is responsible for
industrial and residential development in Greater Noida. The Ministry of
Commerce, Government of India has approved the creation of a Special
Economic Zone (SEZ) at Greater Noida.
GNIDA invites proposals from reputed domestic /
international consultants for carrying out a market study and demand
assessment for the proposed SEZ. |

| Scope of Work |
|
The scope of work for this study shall be as follows:

Identify
specific categories of Industries that could be targeted by GNIDA to
set up manufacturing units within the Greater Noida SEZ. A clear
rationale must be established for each such industry which is
identified as a target industry for the Greater Noida SEZ. Such
rationale may include factors such as availability of specific natural
resources in the region, proximity to markets, a large potential to
leverage the provisions of the SEZ Policy, and so on

Benchmarking
of the Greater Noida SEZ with competing domestic and International
zones. The consultant will be required to identify which global
regions and domestic SEZ's / EPZ's industrial zones would represent
major competition to the GNIDA SEZ, and make a broad assessment of the
relative advantages and disadvantages of the GReater Noida SEZ
vis-a-vis competing regions or zones with respect to pricing, policy
environment and locational advantages

Demand
assessment for the Greater Noida SEZ. The consultant would be required
to estimate the likely demand from the identified target industries
for space within the SEZ, and suggest a practical zone space marketing
plan based on estimates of demand over the next few years
The study would
be based on information acquired through secondary research and draft
report would be required within a period of forty five (45) days from the
date of commissioning of the study. |

| Qualification Criteria for Consultants: |
|
The consultant should possess the following experience:
-
Experience
in providing consultancy services for at least one specialized or
dedicated industrial zone, such as agro-park, special economic zone or
other such zone
-
Experience
in at least one study of international Special Economic Zones or Free
Trade Zones

Experience
in market research and demand assessment on behalf of industrial
clients

| Selection Procedure |
|
| Interested and qualified parties may submit their
proposals for the above mentioned scope of work in two parts
Part I: A statement of Experience fulfilling the
Qualification Criteria, with supporting evidence, and a broad assignment
plan for the indicated scope of work
Part II: A financial offer for the indicated scope
of work
Parties who are found to qualify as per the indicated
experience criteria may be requested to make a presentation before the
Authority, prior to evaluation of the financial offers.

in sealed covers, latest by 5:00 p.m. on December 31st 2001 at the address
