Terms of Reference for Comprehensive Transport Master Plan Study for Greater Noida
 

Back Ground 

With the urban pressure mounting on Delhi, there was a need to find a concrete solution to the continuous in-migration of people to Delhi Urban Area (DUA) and Delhi Metropolitan Area (DMA). The only realistic and holistic solution to this problem was identifying areas surrounding Delhi as counter magnets, which would be the part of the National Capital region (NCR) and would be self-sustainable so that people are dissuaded to migrate to DUA or DMA.

 

As a result Greater Noida was identified as one the potential areas to be developed as a city. Greater Noida, located south east of Delhi and Noida measuring 40,000 hectare was notified under UP Regulation of Building Operation Act, 1958 and entrusted to Greater Noida Industrial Authority (GNIDA) for its development. As of now two development plans for this area have been prepared, Outline Development Plan (ODP) 2001 and Master Plan (MP) 2021.

 

The MP 2021 envisages a population of around 12 lakhs at the horizon year. The main emphasis of MP has been to provide ample employment opportunities with best of the infrastructure facilities and maintaining the natural ambience of the area. The present MP is essentially a land use plan and doesn�t detail out infrastructure provision. As transport infrastructure is a lifeline of any city, Greater Noida also envisions planning a comprehensive transport plan as a logical fall out to the physical planning exercise, which is landuse plan 2021. Moreover the transport plan would be dovetailed on the llanduse plan. So a comprehensive transport plan has to be prepared to ensure accessibility and linkage of Greater Noida with surrounding areas and smooth and comfortable connectivity within Greater Noida.

 

Status of Present Traffic and Transport Scenario in Greater NOIDA

 

The connectivity of Greater Noida from Delhi and Noida is through Dadri-Noida road.  The nearest railhead to Greater Noida is Dadri. The present development of Greater Noida is concentrated along the main arterial road Promenade, which off takes from Dadri Noida Road at Surajpur rotary. The internal roads have been laid out in gridiron pattern. There is no formal public transport system in Greater Noida. The present public transport demand of Greater Noida is partially met by Delhi Transport Corporation�s (DTC) skeletal fleet and few buses under STC permit. Areas for terminal facilities like bus terminals, transport terminals, freight stations and parking plazas have been provided for and earmarked in the MP2021.     

Scope Of Services 

The Greater Noida would be best described as green field city where limited or sparse development has taken place. The envisaged vision and  potential both suggest a gradual momentum in the population growth of this area. Although, the present infrastructure requirement of the city is miniscule but the city has a future so infrastructure, especially transport has to be planned right at this stage. The city can only speak of its Unique Selling Proposition of providing best possible sustainable services, if it plans for integrated transport plan.

 The peculiar case with respect to Greater Noida is that it has to plan before the demand crops up  or in other words supply takes precedence over demand. The   greatest difficulty in such exercise would be a correct estimate of travel and transport demand. The preparation of such a plan would not be purely survey-based approach, which is conventionally followed for existing cities. The demand has to be arrived out after studying growth pattern of various newly developed cities and towns surrounding Greater Noida.        

An Integrated Transport Plan for Greater Noida has to cater to needs and demands of the residents and people commuting to the city. Further it also has to meet objectives of the envisaged NCR. The transport plan has to integrate vertically and horizontally all elements of transport, namely:

Each element has a bearing on other and the transport plan should try to achieve integration of the same.  

Scope of work

 

A.     Study of existing travel and transport scenario and forecast the future  demand

         Study of existing and the proposed land use pattern of Greater Noida as per the MP2021.

         Preparation of inventory that basically comprises information on road network and other present transport infrastructure.

         Carry out classified traffic volume counts, origin destination survey, and speed and delay survey on selected suitable locations. The sample size of these primary surveys would as per the Indian Road Congress (IRC) or other acceptable standards. The consultant may also carry out any other survey, which they deem necessary for study.

           Consultant has to study growth of cities/towns with special reference to traffic and transport characteristics. The study has to be done at two levels for assessment of trends, one of towns and cities abutting Greater Noida and other case studies of newly developed cities (which had been planned in last five decades) both in India and other parts of the world

         Analysis and interpretation of above data to elicit travel and transport characteristics of the Greater Noida 

         Develop Transport Demand Model based on the above analysis for establishing intra and inter city travel and transport demand and also to evaluate need of alternative mass rapid transport system (MRTS) for the city.

 

B. Transport Systems

The consultant shall assess the need and type of public transportation to be developed in Greater Noida. Various aspects related to transportation system need to be evaluated and detailed out.

         Consultant has to study the aspect of evaluating the suitability of various transportation systems (from bus service to non motorized vehicles)    

         Consultant would study the aspect of developing a formalized bus transportation system/service for Greater Noida. Such a service should be commercially sustainable and at the same time safe, efficient and comfortable for commuters.  

         Development of Inter Para Transit (IPT) modes which basically comprise autos and rickshaws vis-a vis their scale and extent of operation

         Consultant would identify corridors for pedestrian movement and Non Motorized Vehicles (NMVs). This aspect has a great significance in the context of Greater Noida because of its motto of maintaining the ecological character of the city.

         Estimation of parking demand. Identification of location and  type (off street/on street) of  parking

 

C. Mass Rapid Transport System 

The Consultant would study the need and plan a Mass Rapid Transport System (MRTS) for Greater Noida, including feasibility of integrating with the Delhi MRTS Project. The consultant has to keep into consideration while carrying this study that a MRTS would serve as a Unique Selling Proposition  (USP) for Greater Noida. The scope of this study module would be as follows:  

         Need for development of rapid mass transport system (road based/rail based/multi modal)

         Evaluation of alternative networks and selection of the best

         System selection and system design for the proposed system on the basis of projected transport demand and other technical considerations.

         Identification of measures for integration of various modes and plan a multi-modal system

         Identification of stop points/stations/ interchange points.

         Assessing the parking demands of feeder service and identification of parking spaces

         Integration of the MRTS network with the international airport  

         Preliminary environmental impact analysis will be undertaken to estimate the magnitude of positive or negative impact of the proposed system in the short and long term and suggestion of mitigative measures.

         Estimation of Capital and O&M cost of the system.

         Economic and financial appraisal of the proposed system and suggest a plan for financing the capital expenditure of the proposed system. This will also consider private sector participation not only in implementation/ financing of the systems but also management and operation of the system

         Development of planning and implementation mechanism in accordance with the proposed financial plan.

         Recommendations for organizational structures for planning design, construction and operation of the system.

 

D. Transport Terminals

The Consultant shall also assess the requirement of freight and passenger terminals (ISBT) in Greater Noida. The prime objective of such facility would be to keep away-unwanted traffic from city and provide efficient logistic solution to goods. Various aspects related to such facilities such as earmarked locations (as per the land use plan), location of industries/wholesale market/mandis and freight/ passenger movement (intra and intra city) need to be studied. Consultant would also outline the broad contours (layout) of terminals. Incase of passenger terminals, consultant also need to establish connectivity to important parts of the city by feeder service. 

 

Inputs from GNIDA

For the benefit of the consultants GNIDA shall make the following information / studies available to the Consultants:

1.      Master Plan of GNIDA 2021

2.      Outline Development Plan of GNIDA 2001

3.      Population Data in GNIDA

 

Time Frame for the Study

The study must be carried out within a period of 6 (six) months of the date of award of work.

Qualifying criteria for selection of consultants 

The Applicant must first satisfy the following criteria to be eligible to bid for the study.

1.      The applicant (or the lead member, in case of a Consortium) should have successfully completed at least one transport master plan for a city.

2.      The applicant should have achieved a minimum annual turnover of Rs. 5 Crores from consultancy services in last three years. In case of a Consortium, the combined turnover of the member firms must meet the above financial criteria.

Proposals of Applicants whose credentials do not match with the above criteria shall not be evaluated further and be rejected.

 

Evaluation of Proposals 

The technical proposals shall be evaluated based on the following criteria and only the top 5 Applicants would be technically short-listed. Applicants are free to bring in international expertise for the proposed study, but payment shall be made in Indian Rupees only.

Selection of Consultants

Financial quotes of only the top 5 technically short-listed Applicants shall be opened. The Applicant with the lowest financial quote (L1) shall be called for negotiation. GNIDA reserves the right to negotiate with the next lowest bidder, in case of failure to reach an agreement on the remuneration payable with the L1 Bidder.

 

Remuneration and Payment Terms 

The Applicants shall indicate their fees in lumpsum, inclusive of personnel costs, OPEs, taxes and duties, and any other costs, duly substantiated by detailed break-ups. All payments shall be in Indian Rupees. The payment terms shall be as follows.
